Fan Mou, former deputy general manager of Guizhou Gui’an Industrial Development Holding Co., Ltd., was -double fired-

On October 22, it was reported by the Guian New Area Discipline Inspection and Supervisory Commission that, following the approval of the Guizhou Provincial Committee and the Guian New Area Party Committee, a formal investigation has been initiated into serious disciplinary violations and illegal activities committed by Fan Mou, the former deputy general manager of the Guizhou Guian Industrial Development Holding Group Co., Ltd.

An investigation revealed that Fan Mou has lost his ideals and beliefs, straying from his original mission. He formed collusive alliances with others to conceal and hide his wrongdoing, actively resisting organizational scrutiny. Fan ignored the central party’s eight-point regulation and accepted gifts and money that could potentially influence the impartial performance of his duties. He compromised his integrity by borrowing funds and vehicles that might affect the fair execution of public duties and engaged in transactional relationships involving money and sexual favors.

Moreover, he flagrantly violated disciplinary and legal boundaries, misusing the power entrusted to him for personal gain by providing assistance to others regarding contract awards and payment disbursements, while illegally accepting substantial financial benefits in return.

Fan Mou’s actions constituted serious violations of the party’s political and ethical codes, amounting to significant job-related misconduct and suspected bribery. His behavior, which persisted even after the 18th National Congress of the Communist Party, was deemed severe and impactful, prompting the need for stringent consequences.

Based on the “Regulations on Disciplinary Sanctions of the Communist Party of China,” the “Supervision Law of the People’s Republic of China,” and the “Administrative Punishments for Public Officials Law,” the Guian New Area Discipline Inspection and Supervisory Commission convened a meeting to deliberate the case. Following this, it was determined, with the approval of the Guiyang Municipal Committee, to expel Fan Mou from the party and remove him from his position, while also confiscating his illicit gains. Additionally, the criminal aspects of his case have been forwarded to the prosecuting authorities for further investigation and prosecution, along with the associated assets.
