As of October 15, the “Shanxi Technology Achievement Transformation and Intellectual Property Trading Service Platform” has successfully recorded 3,256 contracts, amounting to a total transaction value of 36.9 billion yuan.
During a press conference organized by the Propaganda Department of the Shanxi Provincial Committee of the Communist Party and the Shanxi Provincial Government Information Office, key insights into the platform’s impact were shared. The theme of the event was “Promoting High-Quality Development and Deepening All-Around Transformation.”
Wang Jinbin, Deputy Director of the Shanxi Provincial Department of Science and Technology, emphasized the importance of transforming technological achievements as the “last mile” of scientific innovation. He detailed how Shanxi has enacted several regulations, including the “Regulations for Promoting the Transformation of Scientific and Technological Achievements,” and the “Action Plan for Promoting the Transfer and Transformation of Scientific and Technological Achievements.” These initiatives are part of a comprehensive policy framework that facilitates the implementation of national transformation strategies at the provincial level. To date, Shanxi has issued 24 specific documents related to technology achievement transformation and over 30 supporting policies, significantly motivating researchers to convert their findings into practical applications.
The “Shanxi Technology Achievement Transformation and Intellectual Property Trading Service Platform” aims to connect supply and demand for technological achievements. Since its launch, the platform has recorded 1.5055 million visits, published 41,240 pieces of supply and demand information, and completed contracts totaling 36.9 billion yuan.
Additionally, in line with transformative reforms in the technology sector, the newly established Provincial Science and Technology Project Management Regulations have strengthened the implementation of specialized guidance for technology achievement transformation. So far, 496 projects have been approved with a financial investment of approximately 249 million yuan, successfully attracting around 1.868 billion yuan in social funding.
The Shanxi Provincial Department of Science and Technology is actively tackling challenges related to the transformation of technological achievements by deepening three reform initiatives. These include a management reform that allows pilot entities decisions regarding the disposal of their research outcomes, gaining more confidence in transforming their results. A system for evaluating the professional titles of technology transfer personnel has also been established to support university faculty and dedicated staff engaging in the transformation process, addressing the issue of limited know-how. Furthermore, regulations now permit the transfer of surplus project funds as equity in technology enterprises, overcoming financial barriers.
Simultaneously, the province is promoting a “multi-faceted value” assessment approach to energize technology achievement transformations. The Shanxi Provincial Department of Science and Technology has issued guidelines for the multidimensional evaluation of technology achievements, focusing on scientific, technological, economic, social, and cultural values. This new evaluation framework improves both the methodology and procedures, ensuring clarity in the application of assessment results and paving the way for further reform in China’s evaluation mechanisms.
Looking ahead, the Shanxi Provincial Department of Science and Technology will continue to enhance a market-oriented, benefit-sharing, systematized, and efficient framework for technology achievement transformation and transfer, progressively optimizing policies and the innovation ecosystem to facilitate these transformations.
