In a recent event held at the House of Representatives in Abuja, Speaker Hon. Abbas Tajudeen emphasized the vital importance of a strong and capable legislature in fostering the necessary reforms for Nigeria’s development. Speaking at the presentation of the Parliamentary Development Programme to a gathering of diplomatic corps, development partners, and donor agencies, the Speaker highlighted that many of the critical reforms currently needed in Nigeria can only be achieved through the legislative body’s lawmaking and oversight functions.
The ceremony, attended by Deputy Speaker Hon. Benjamin Okezie Kalu, various principal officers, and members of the House, alongside domestic and international donors and technical partners, marked a significant moment for legislative capacity building in Nigeria.
“The Parliamentary Development Programme aims to strengthen legislative capacity and promote sustainable development throughout the country,” Speaker Abbas stated. He expressed gratitude to the United Nations Development Programme (UNDP) and all partners for their steadfast dedication to this initiative, which commenced following the inauguration of the 10th House. “The support we’ve received from UNDP has been crucial to its success,” he noted.
As he addressed the attendees, the Speaker underscored the essential role of the legislature in fulfilling Nigeria’s democratic and developmental ambitions. “A vibrant democracy relies on a robust legislature,” he remarked. “The Parliamentary Development Programme transcends mere capacity building; it represents an investment in the core of our democracy.”
“A strong legislature is key for implementing reforms, ensuring oversight, and promoting accountability,” Abbas added. He reiterated that the lawmaking and oversight responsibilities of the legislature are foundational to governance, stating, “Without a capable legislative institution, the development we aspire to cannot be fully realized.”
Recognizing the timeliness of the initiative, Abbas mentioned that the 10th House has established an ambitious Legislative Agenda closely aligned with President Bola Ahmed Tinubu’s reform-driven vision. He pointed out that both the National Assembly and the Executive are committed to transformative reforms across various sectors, including the economy, security, infrastructure, and social welfare.
“We expect the Parliamentary Development Programme to further enhance the institutional capacity needed to effectively support the administration’s national development agenda,” he stressed.
Historically, Abbas remarked, the legislature has suffered from under-resourcing and underdevelopment compared to the executive and judiciary branches. “Strengthening the legislature is not just important; it is an investment in the stability and progress of our democracy.”
He also addressed one of the persistent challenges—the high turnover rate within the legislature. “In the 10th Assembly, we saw 281 new members elected out of 360,” he said, noting that this disrupts continuity and dilutes institutional memory, both of which are vital for effective governance. “Continuous capacity building is essential to address this challenge, ensuring new legislators are equipped with the skills and knowledge necessary to contribute meaningfully from day one.”
By investing in the institutional strengthening of the National Assembly, Speaker Abbas believes we are laying the groundwork for a more resilient legislature poised to enhance governance across the country. “A capable legislature is critical for propelling the reforms needed for Nigeria’s growth. Thus, an investment in enhancing the National Assembly’s institutional capacity is an investment in Nigeria’s future.”
In her remarks, Ms. Elsie Attafuah, the Resident Representative of UNDP Nigeria, lauded the programme as a turning point in collective efforts to strengthen governance and promote democratic processes within Nigeria. She stated, “Your commitment to modernizing the legislative process to meet international best practices is commendable. It is imperative to bolster the institutional capacity of the House to improve its efficiency in lawmaking, oversight, and representation. This is crucial for restoring faith in democracy and addressing the diverse voices and aspirations of the Nigerian people.”
