On October 27, 2023, we spoke with officials from the Fujian Provincial Flood Control and Drought Relief Command regarding the recent decision to activate the Level IV Emergency Response for typhoon preparedness.
According to the interview, this response was in alignment with the “Emergency Plan for Flood Control, Drought Relief, and Typhoon Prevention” in Fujian Province. The officials informed us that Typhoon Khanun, currently classified as the 21st typhoon of the year, was located approximately 1,350 kilometers southeast of Hualien County, Taiwan, with maximum winds near the center reaching up to 8 levels on the Beaufort scale as of 2:00 PM on October 27.
The Fujian Meteorological Station anticipates that the typhoon will move northwest at a speed of 10 to 15 kilometers per hour, intensifying over the coming hours. Experts believe it could reach strong or very strong typhoon status, with wind speeds between 48 to 55 meters per second, equivalent to levels 15 to 16 on the scale, as it approaches the northeastern coast of Taiwan.
In response to these developments, a Level IV Typhoon Warning was issued by the Fujian Meteorological Station at 5:00 PM on the same day. The Flood Control Office urged all relevant departments to closely monitor the typhoon’s progress over the ocean, initiate emergency responses as needed, strengthen organizational command, and effectively implement preventive measures.
